The government of Russia approved new rules on the provision of hotel services from October 9, 2015 (the rules), which came into force on October 21, 2015. The rules were developed by the Ministry of Culture of Russia in order to adapt them to the legislation in force. force and improve industry regulation.
The new Regulations are binding for hotels and other accommodation structures, with the exception of tourist bases, campsites, etc. Certain novelties provided for by law are mentioned below.
“Guaranteed” and “not guaranteed” reservations
‘Reservation’ is now defined in the Regulations and refers to the prior ordering of places and / or rooms in the hotel by the customer (guest). The Regulations provide for two categories of reservations: guaranteed and non-guaranteed.
The guaranteed reservation implies that the hotel keeps the room for the client from the check-in time of the intended date of arrival until the departure time of the next day. In the event of late cancellation of the reservation, late arrival or no-show by the client, the hotel is entitled to compensation for the actual unavailability of the room. This compensation must not exceed the 24 hour price of the relevant room. If the customer delays the arrival for more than 24 hours, the hotel is entitled to unilaterally cancel the reservation.
As part of the non-guaranteed reservation, the room is reserved for the customer until the time set by the hotelier. After this period, the reservation may be canceled by the hotel.
The reservation becomes valid upon receipt of the corresponding confirmation from the hotel by the customer. The conditions for such notification are listed in the Regulations.
The new definition of “departure time” refers to the time set by the hotelier for the check-in and check-out of clients. The time between check-in time and check-out time should not exceed 2 hours.
The hotelier is now entitled to define at his discretion the payment procedure in the event of delayed departure (previously, this procedure was strictly regulated). The price of accommodation for hotel guests prior to the time of arrival (for the period from midnight to the time of departure) must not exceed half of the price of the room per day regardless of the length of stay.
Information on hotel services to be allocated in the hotel and Internet
Information on hotel services should be available to customers. To this end, the Regulations oblige the hotel to assign this information in the reception area and on the Internet.
The list of hotel services information has been slightly modified.
The list of documents required from the guest is modified
Article 19 of the Regulations provides for the amended list of documents required from the client for the conclusion of the hotel services contract. For the Russian citizen, these documents are the passport of the Russian Federation or the passport of the USSR (if valid) for adults and the birth certificate for children under the age of 14.
Large hotels must provide 24-hour service
Under the rules, large hotels (over 50 rooms) are required to provide day and night services to guests, while minor accommodation establishments are allowed to set the service regime on their own.
The new rules are approved by the Decree of the Government of Russia No. 1085 of October 9, 2015.
