Guidelines for the use of commercial and hotel facilities



The Polish government has announced that on May 4, 2020, shopping malls, hotels, and DIY and furniture stores will be open to the public under certain conditions and restrictions. Below we highlight the guidelines issued by the Polish Ministry of Regional Development for commercial and hotel facilities.

Limited number of users and specific security measures in retail stores

Under the guidelines, one person per 15 square meters of retail space will be able to visit the retail facility. Each person should keep a distance of 2 meters from other people. The ministry allows a 10% increase in the number of customers in retail outlets if customers use the ProteGoSafe app on their mobile, which provides a personal health check and diary, as well as information on risk factors , protective measures and, soon, meetings with infected people.

People with symptoms of coronavirus disease 2019 (COVID-19), such as coughing and difficult breathing, should not be allowed to use retail facilities. These people must be informed that they must go directly to the nearest hospital ward for contagious diseases in order to obtain medical help. Each incident of this type must be notified to the manager of the shopping center to allow cleaning and disinfection of the areas encountered by these people.

In addition, people using retail businesses will be required to cover their mouths and noses with a mask or other clothing and to use gloves. In common areas, mall owners / managers will need to post clear information about where customers can buy face masks or provide vending machines selling masks. The obligation to provide gloves to customers lies with the store operators.

The guidelines recommend that people enter and exit contactless retail locations. Thus, owners of shopping centers are advised to organize entrances and exits and to set up one-way traffic systems. This change will allow them to calculate the number of customers using the shops at the same time in accordance with the law.

There are also certain restrictions on the use of common areas, facilities and equipment in shopping malls. For example, the number of people allowed in an elevator at the same time will be limited to the capacity indicated by the producer divided by three. Likewise, the number of toilet users will be halved compared to the number of toilets available. In addition, all toilets will need to be disinfected four times a day. Common infrastructure in retail facilities will need to be disinfected at least twice a day.

Benches and other relaxation areas will be prohibited from use. All store changing rooms will either be excluded from use or must be disinfected after each user. Ventilation should provide fresh air to retail facilities and extract any air used outdoors. All storage rooms and other deposits in retail facilities will be closed. Parking will only be authorized in one out of two parking spaces.

Restrictions on tenant transactions

Food courts in retail stores will be able to operate within the limited scope. Its area must be physically separated by a barrier. Only one person per 15 square meters of the food court can use it at the same time. People in line must respect a distance of 2 meters. In the first phase of opening shopping centers to the public, food courts will be able to offer take-out and delivery-only meals, without serving customers inside or outside the restaurant or sales facility. by retail. The consumption of food in the street will be prohibited.

The operation of fitness centers, playgrounds, cinemas and other recreational areas, as well as commercial islands, barbers, beauty salons and cafes, will continue to be prohibited.

Hotels and other establishments offering short stays

Hotels and similar facilities may open subject to specific security measures. In the lobby and other common areas of hotels, owners and operators will be required to post information on the maximum number of users.

The maximum number of hotel guests allowed to use hotel facilities at the same time will be limited and calculated by the number of available hotel rooms multiplied by two. Only hotel guests may use the hotel facilities.

In addition, hotel operators will need to place hand sanitizers in common areas of hotels, such as lobbies, elevator lobbies and restrooms, as well as near restaurant doors. It is also recommended that hotel receptions sell masks to guests. The hotel will only be able to offer a room to another guest after cleaning and disinfection of all touch areas.

All common areas, especially all areas and touchscreen equipment in the hotel, should be disinfected on an hourly basis. Room cleaning during long stays will only be done on customer request. Hairdryers are prohibited for hotel guests. Sheets and towels should be cleaned according to specific sanitary conditions before being provided to hotel guests. Air change in hotels, zoning or other forms of disinfection are highly recommended.

The restaurants and bars of the hotels may operate subject to special sanitary conditions. In particular, meals can be served in the restaurant area, subject to ensuring a distance of 2 meters between customers. Fitness centers, swimming pools, playgrounds and other recreational areas in hotels will remain closed. The use of conference rooms will be restricted to ensure a distance of 2 meters between participants.

Hotel operators / owners should designate a room properly equipped with disinfectants and individual safety measures to allow for the temporary isolation of a person showing symptoms of infection.

People with symptoms of COVID-19, such as coughing and difficult breathing, should not be allowed into the hotel. If a client exhibits symptoms of infection during their stay, they should be isolated in the designated room. Each such incident should be notified to the hotel manager to allow cleaning and disinfection of areas such a person has encountered. A medical dispatcher should also be notified. The hotel manager should provide a list of hotel staff who have been in contact with the infected guest and, if possible, a list of other hotel guests. In the event of a suspicion of infection with COVID-19 of a guest or a member of the hotel staff, the hotel must stop accepting new clients, inform the epidemic health post concerned and follow the instructions and orders issued by the authorities.

The guidelines also provide recommendations on safety measures for personnel working in retail and hospitality.
